South African Revenue Services (SARS) is currently inviting industry stakeholders and the public to comment on the latest proposed amendments to the regulations governing the storage of imported bunker fuels.
SARS posted a notice about the consultation on its website on 6 August, and comments must be submitted by Tuesday next week (20 August).
The amendments to the rules under sections 21 and 60 of the Customs and Excise Act, 1964 relate to the creation of a new special customs and excise warehousing type for imported bunker fuel.
A previous round of public consultation and rule redrafting was held in April. In the latest – third – draft, SARS says the rules now ‘accommodate a wider range of fuels on land, and the new warehouse type is for purposes of “bonded fuel goods”, namely a “land-based bonded fuel goods special storage warehouse” (landbased SOS) and a “sea-based bonded fuel goods special storage warehouse” (seabased SOS).’
As previously reported, issues related to South Africa’s rules on customs and excise dues on imported marine fuels led to last year’s suspension of bunker refuelling activities in Algoa Bay.
